If you have a TiVo, you are responsible for compiling the list of programs, TiVo in the book, so the short answer is yes, be counted, responsible.

Nielsen does not cover all home to determine the qualification - is based on surveys and diaries, many houses, and under supervision in a small sample set of households.
Nielsen does not use the parameters of TiVo and DVRs, as they collected from a central server on the TiVo or cable company. Thus, the use of Tivo / DVR is really is more of an impact Nielsen ratings, which show that show (it live unless home monitoring Nielsen, who is actually very little).
Is this a separate entity Tivo (NOT DirecTV Tivo), then yes TiVo and Nielsen ratings are working together since 2002, I believe that for the sample to have an assessment. Well, if you have another cable / satellite provider, with Nielsen DVR ratings probably rely on satellite or cable provider.
